He's been telling the Dáil that Section 39 health workers provide an invaluable service to the state.
Section 39 organisations provide a range of services in the disability, mental health, addiction, domestic and sexual violence services - in agreement with the HSE.

But they don't receive the same pay and conditions as their counterparts working directly for the HSE.
Deputy Canney says as a result many are transferring to the HSE for better conditions - creating huge problems in Section 39 organisations.
