Mayor of Galway Mike Cubbard says not enough is being done by city officials in addressing the control of horses in the city.
The Mayor, who raised the matter at Joint Policing Committee level, says that horses are being tied to CCTV poles in some areas and some local authority tenants are building stables in their back gardens.
He argues the animals are in green spaces where kids are playing and pose a serious health and safety issue.
The Mayor is one of many who have commented on the problem, as officials recently presented a report on the procedure for stray and abandoned horses.
