Galway Bay fm newsroom - The County Council is in a 'state of paralysis' over a possible amalgamation with the city council.
That's according to Connemara area councillor Tom Welby.
He says the council cannot operate to its full potential while its future remains unclear.
Councillor Welby says local authority funding as it stands is a 'minefield,' and uncertainty over the future of the city and county authorities is making matters worse.
Currently, five out of seven directors of services in the County Council are acting - as permanent directors have not been appointed.
Councillor Welby says Mayo, a smaller county with a smaller population, is doing better in terms of resources and funding.
